Not one number but a range. WHO's Asian guidance treats a BMI of 18.5 to 22.9 as healthy, and converting that band back from your height gives your weight range. At 5 feet 6 inches, for example, it works out to roughly 52 to 64 kg.
Formulas like Devine and Hamwi were built for drug dosing, not for telling people what to weigh, and the “frame size” adjustment layered on top has no backing from WHO or NICE. Inverting the BMI band is the honest version, and it agrees with this site's BMI calculator.
No. It does not apply to pregnant women, athletes and very muscular people, or anyone under 18 — a child's weight is judged against growth-chart percentiles for their age and sex. In older adults, a slightly higher weight is often not harmful either.
